[CQ-Contest] First IARU HF Championship

The first IARU contest was in 1977. It was 48 hours, and the ITU zones were
the multipliers. Single ops could only operate 36 hours.
Sometime in the 1980's the contest was shortened to 24 hours, and after
that, the HQ multipliers were added. The HQ multipliers became de facto
country multipliers, which resulted in major changes to the geographic
distribution of the top-10.
