As the RAC Midwest director, I can assure you that the situation that necessitated the creation of the YUK section has absolutely nothing to do with contesting. A developing program required the separation of YUK from TER. It is not my place to divulge specific details at this time,
These are ARRL contests, ARRL makes the rules and they can decide if they want to recognize the new section or not. Creating a new section does not benefit anyone from a contest perspective. If there was an advantage, why haven't operators been rushing to operate from the Territories? What they gain from being a rarer entity, they lose from the difficult propagation conditions. I struggle to work one or two stations from ND and SD. I don't hear a cry to amalgamate the two sections?
If you are really concerned that there is something nefarious going on, let your ARRL representative know and have them discuss it with the RAC administrators.
