The real elephant in the contest multiplier room is DXCC!  If every tiny politically-independent “entity” can be a separate DXCC (Mt Athos, Vatican, Sovereign Military Order of Malta, etc.), then the hundreds of Native American sovereign and independent tribes should be separate entities.  How many are there, you ask?…. 573!!

Whether they’ll require a special radio  license is a question…perhaps a CW test in which the text to be copied describes the genocidal history of American policy toward them?
