[CQ-Contest] Changes to Canadian Sections may have consequences for Four ARRL contests

Mexican states are included in the ARRL 10 meter contest.  I think that including the Canadian multipliers goes back to the pre-RAC days when there was the CRRL which I believe was under the ARRL (more or less).  Please correct me if I am way off base here.
