TX QSO party & DAT files

I have made up a county DAT file for CT for TX QSO party.
No it will not score correctly, or get all 254 counties in the 
multi box.  I am trying to "clean" it up, and display the
more popular counties in the multi box, however, there must be
some things CT does NOT like when I do this.  I have gone to ct286
which seems to help some, as I am getting page faults.  Any ideas?
