CT 9.23 released and other CT news

The end of this message contains release notes for CT 9.23 which is
available NOW on the CT BBS (508-460-8877).

There is a new DVPTSR (see fix described in release notes below), you can
get it by sending the following command to ct-user-request@eng.pko.dec.com:

	GET dvptsr.zip

There are also two new master callsign files, one is for US/VE only, the
other is DX only with no US/VE.  You can get these files by sending the
following commands to ct-user-request@eng.pko.dec.com:

	GET masusve.zip		; only US/VE
	GET masnous.zip		; only DX

Finally, RELEASE9.TXT has been replaced with the latest version, to get it
send the following command to ct-user-request@eng.pko.dec.com:

	GET release9.txt

Remember, all file names must be in lower case!

Here are the release notes for the latest version:

9.23

* This fixes the "walking TS950" problem. IE repeated ALT F4's when the 
  RIT is on and non-zero, would cause the 950 to move one RIT's worth
  each time it returned to the run freq.

* DVPTSR 1.04 has been released. The repeat timer now resets properly
  after ESC has aborted a CQ.

* Add an offset to your rotor control with the text command OFFSET. Enter
  a positive of negative number. IE +90 instructs CT to send the rotor 90
  degrees clockwise relative to the "normal" setting. 

* The '+' and '-' symbols in CW messages now work differently. A '+'
  embedded in any cw msg speeds up that msg by 5 wpm. A '-' slows it 
  down by 5 wpm. At the end of the message or after ESC has been pressed,
  the CW speed reverts to its value prior to the message. There is
  no longer any need to balance '+' and '-' symbols in a CW message.

* FD novice bands, and DXP satellite bands are fixed.

* RTTY RST  is fixed.

* VHF contest mode changes adjust the RST properly
