CT and Win3.11 & Win95

Hello,
i have a problem .. under Win3.11 and Win95 CT do not run well!
Ok the packet windows but not work Icom rig control.
Of course under dos the same configuration is ok but the sw 
say under windows "icom radio not responding" and "icom radio not echoing"
i test every com and every irq combination but is the same result.
any help pse
