I would use shielded cable at any power levels.

There are also available RS232 "extenders"  that supposedly will give you 
up to 3300' sync and 15,000' async at 4.8 kbaud.  Distances get shorter at
higher speeds.  
They come from CPS (Computer Peripheral Systems Inc in Tucker, GA)

Another option would be short haul modems.  Or TNC's and VHF/UHF radios.
