[ct-user] IARU Test and Problem with CT9.27

I had a similar problem.  It went away when I booted directly to a DOS
prompt instead of shutting down the Win95 GUI to a DOS prompt.  Apparently
Win95 messes with the com ports enough to make them do weird things - even
after you shut down the GUI.
