This is a problem with CQWW.CTY, ARRL.CTY and IARU.CTY only, not with
CTY.DAT.  If you're using CT 9, you don't have to worry about this.  This
is a bug in the program that writes out the CTY files, it will be fixed in
about a week, along with the next round of changes (nothing major).
