Stutter or erratic sending?

When I ran CT 9.26 under Windows 3.1 I noticed erratic sending
at speeds 30wpm & up.  I just figured it was some subtasks of
windows stealing cpu cycles from CT, thereby affecting CTs
timing of CW going out.  Under DOS, no problem.

Simple set up here, basic CT, no fancy interfaces, 33mHz 486.
