[ct-user] Re: ADIF state conflict ?

This seems to be deficiency in the CT to ADIF conversion program.  It 
doesn't know whether the callsign is USA or DX, so if it sees a valid state 
abbreviation, it accepts it.  I'll have to find a way to do better checking 
in the future.
