[ct-user] more nettsr info available

I have updated the on-line nettsr user notes to include more
of the information and troubleshooting tips that i have collected
over the last year or so.  This includes a procedure from i4ufh
for setting up laptop pcmcia cards for networking.  Read it at:

note, the text file in the .zip file hasn't been updated as it is
easier to update the html while i am still working on making it 
more readable.
