I agree that it acts this way, however I wouldn't really call it a bug. More
like one of those
programming issues that don't have a clear resolution.
CT has no way of knowing when the contest really started.
It would either have to ask you when it really started (as part of setup
perhaps) or
hardcode the start times for all the contests, which would not be a very
flexible solution.

Because of this same issue, the breakdown file is offset also.
