[ct-user] CT 9.46 and NAQP

I started work on it, then discovered the CT binary record doesn't have a
place to stash the "location" info. Does anybody have an opinion on the
worst case length of a name and location? I think I can shoehorn the data
into the current 50 byte CT record.
