[ct-user] IARU and russian zones

This is a short list but this is what I have from my .ZON file:

CALL:	LOGGED:	PROBABLE:
RM0I	  25	  24
UA4HTT	  20	  29
YB8BHC	  51	  54	(Not a Russian but showed up on the .ZON file)
RA4HTX	  30	  29
HH3JJH	  12	  11	(either I copied wrong or op was incorrect)

I think there were others but I don't see them in my .ZON file.
