[ct-user] BandMap/Announce windows again

I found another point-and-shoot quirk last night which happened during the
contest, but I couldn't (didn't want to) recreate it at the time.

If the Announce window has nothing in it (say you just turned on the PC) but
you CTL-> anyway then close it with ALT-A (without hitting <ESC>), pressing
<ENTER> loads garbage into the log.  The ALT-A window still has "focus"
(perhaps the wrong term in this case).

I think the same occurs with the BandMap (using ALT-> and ALT-COMMA).

This is a low (zero?!) priority bug - it doesn't puke anything. Wiping the
field seems to make everything "all better".
