[ct-user] New CT Monitor Program / Updated Help Files

I have just released a new version of my CTMon program.  The new
version includes support for the new serial number update message as
well as fix's to minor bugs and other enhancements.

CTMon can be used to monitor/log the activity on a CT network, either
serial or Ethernet.  It can also generate traffic loading for your
network.

Also slightly updated version of ct25.hlp and ct50.hlp are available.
These provide a nicely formatted help file for CT. They are drop in
replacements for the existing help file.
