[ct-user] CTWIN command line options

Either open a command line window to start CTWIN, or make a shortcut to
CTWIN right click,  and change the properties. Add the arguements after
the quoted program name.

Probably the best thing would be to make shortcuts for each contest and
edit the properties on the shortcut.
