[ct-user] ARRL10: KH6 and KL7?

CT version 9.59 and later accept the correct abbreviations required for
Alaska and Hawaii in the ARRL 10 meter contest.

Alaska stations send "signal report" AK.

Hawaii stations send "signal report" HI.

4.1. W/VE stations (including Hawaii and Alaska) send signal report and
state or province (District of Columbia stations send signal report and
DC).
