[ct-user] CT Win Cursor

If you right click on the title bar when CTWin is running you can change the
cursor to large and it will work for that session. If you try and change it
in the shortcut it has a large cursor during the setup screen's but reverts
back to small in the program. At least that's the behavior under XP Pro

Ken might have to look at this
