[ct-user] Windows versions of CT utilities

I put a packager together to deliver the Windows versions of the 
utilities.  They can be downloaded from:

   http://www.k1ea.com/ctvault/ct_tools.zip

The zip includes these so far:

   trunc_bin.exe
   merge.exe
   fix_mine.exe
   ct_time.exe
   b2r9.exe
   qsl9.exe

The ones I don't have yet are:

   r2b9.exe
   8to9.exe
   9to8.exe
   chk_ten.exe
   cq2dxp.exe

Now I suppose I have to test them too...
