PANIC! The Florida QSO Party starts tomorrow and I decided to check out the
program using CTWin. An "in state" participant loads FQPSTATE.DAT which
contains states/provinces. But I can't log any FL counties. The "out of
state" participant loads FQP.DAT which contains the county abbreviations. 

Also, it does not automatically recognize DX callsigns and asks for
"state/county/dx must be entered in this field".
