Do Start/Programs/Accessories/Command Prompt and type a string similar to as described.

Double clicking on the file will result in the symptom that you described.

Has anyone been able to download and run this program. I've have been unable 
to. The program will come up for a couple of seconds then vanish. Something 
to do with a Pearl Program. Sent a message to Fabian with many replys but 
still unable to run his program.
