[ct-user] error with ct_time in XP DOS window

Thanks Jim,
This all happens in an XP DOS window.
Using these versions I converted my ct9 bin file to ct10, ran ct_time
from ct10 and converted back to ct9 - times were adjusted correctly.
(btw - fyi only the versions for ct_tools for CT win worked. The DOS
versions gave stack overflow condition, even though the origna file was
created using CT DOS - but I don't suppose it really matters except for
the operating environment at hand for the conversion))
