Another possiblity is a bad floppy drive.  I've had several go bad and give similar symptoms.

Hi Dick,

    Try another 3.5 floppy, I have found that many I had laying around
just went bad
and I would get similar error messages.

    Otherwise if you know you can get other data onto that floppy, you
might want to download
again as maybe the CT.exe file got corrupted unless you already know it
runs on the lap top.
