Problem solved.  It was the station numbers.  In my zest for cloning systems, yet assigning different IPs (even going so far as to write a batchfile to assign an IP randomly), I forgot about station numbers.

Egg is therefore on my face.  Thanks to all that offered suggestions.  As Woody Allen would said in Sleeper, "Never clone alone."
