The Win-Test and CT file formats are not compatible, but it's easy to load old logs with Win-Test since Win-Test reads (and writes) Cabrillo files.  And in theory you can use the cbr2ct program to convert Cabrillo files back into CT format.  See

But, what CT utilities do you need?  The functions of many CT utilities like fix_mine, merge, trunc_bin, chk_ten, ct2adif, etc. are already built in to Win-Test itself.
