I'm willing to bet that they are auctioning off the bandwidth needed to
get the internet *to* the planes (ie, ground-to-air or
satellite-to-air), not the spectrum inside the planes. Somewhat akin to
how phone service is delivered to planes today. Once the data gets to
the plane, distribution is done via 802.11.
As for the FCC being greedy and trying to auction off anything they can,
I suspect it isn't them being greedy, it's our wonderful Congress that
directed them to do it. They are just doing what they are told to do and
are carrying out that mandate.
Mind you, I'm no fan of everything the Commission does, but I don't
think it's them this time.
