[Fourlanders] Rover Rules Changes

Bruce and I tried running APRS in Buttercup when 
we were roving. The transmitter always interfered 
with 2m SSB operations; good filters would help. 
We turned the ARPS Tx off upon arriving at the site.
If you're considering running a digipeater, plan on filtering it well.
