I am not an attorney but this looks to me like a big loophole for HOA folks
who want to put up an outside antenna. All you have to say is that you need
it to receive the new digital TV over the air broadcasts. If you use a LPA
or multi band yagi you should have no problem using it to receive digital TV
and of course, it will have a dual purpose!

Why even bother with hidden antennas for VHF+. You are putting up TV
antennas and the FCC has preempted homeowners association rules for over
the air (OTA) reception.

This looks like it might be interesting, a FAQ from a lawyer which appears
to be aimed towards HMO/rental property owners/managers. I just did a
quick scan but it looks like it is a ready made document for you.

Pick up a cheap TV, put an A/B switch on it to show that it can pick up OTA
TV signals and you are set. You could go with an LPA or something
else. There was a company (out of business now I think) that did a triband
6/2/432 beam on one boom that looked like it might be a decent design. You
could model your own and there will be a lot less compromise with such a
design than with indoor/attic antennas. Obviously, you are not going to
get away with long boom yagis, but you can work a lot with the equivalent
of a 2el yagi on 6m, a 9el on 2m and 15el or so on 432. All of those are
in the 12' range or shorter. A 1 meter dish could also get you on the
microwave bands with a decent signal if you have a clear horizon.
