I agree with Jim. Plus, the league really doesn’t like doing call sign searches. Boy did I learn that! 

I think you should notify Contact Chuck Skolaut at cskolaut at arrl.org. He leads the ARRL Monitoring Program which includes bootlegged calls.

I don't really understand the need for the call sign historical research.  Either the call sign is valid now or it isn't.  A quick check at arrl.org shows that WA4AFN is not issued.  I would report the situation through the appropriate channels (ARRL?) to the FCC.  It is their job to deal with that situation.  By the way, I got my original call, WA4KXY, sometime in the early 70's so they were issuing (reissuing?) those calls as late as then.
