[FRC] October newsletter deadline

This will be the last newsletter before CQWW SSB, so any DXpeditions that
are posted here will go into the newsletter.  Deadline is Saturday,
September 23.

If you know about an October regional FRC meeting, please let me know about
that also.  And while I'll use this issue to catch up on some unpublished
articles, I can always use more, so pile it on.  I'll make it fit.
