[Hooper] Marriage Record for Richard and Isabella

I mailed a request and check per instructions on the State of Georgia 
website requesting a marriage record for Richard and Isabella.  This is 
their reply:
"DeKalb County was formed in 1822 from Fayette County; Fayette County 
was formed in 1821 from original Henry County, which was formed from 
the 1821 land lottery.  In 1806, this part of the State was still Creek 
Indian territory and there are no county records". Joanne Smalley,
