[kids] Upgrade Mail Reflector QRV

We have added another mailing list here devoted to the discussion of
upgrading your license class.  I received quite a few emails from users of
eHam.net who were frustrated that they had no place to discuss these
topics.  I would like to request that any of you, including VE's, to
please subscribe to the reflector and lend a hand to some of these new
guys.

The reflector FAQ is at http://www.eham.net/upgradefaq.html.

To subscribe, send an email to upgrade-request@eHam.net with only the word
'subscribe' in the body of the email.  You will be sent instructions on
how to complete this process.

This mailing list will be used in conjunction with the ham radio exams
application on eHam.net where hams can take practice exams on the site
using questions from the FCC question pool.
