[Kids] kids in N. VA, DC and MD

Thanks David,

I would like to have Colleen access IRLP.  The problem we have here in the 
N.VA area is that there does not seem to be any IRLP repeaters that are up 
and running locally in spite of what the internet claims.

N.VA is a tech area (AMSAT, AMRAD etc.), however for some reason no IRLP. 
Wish some of us could turn this around.
