I added another that gives pretty basic info on signing up for the 
reflector, sending messages, and un subscribing.

This seems to be enough info for a basic user to get involved. Tell me if 
I'm wrong. Additional detail can be probably be gotten at contesting.com, 
but seems outside the scope of normal usage. (IMHO)
