[Mldxcc] FCC clear channels

SATERN (Salvation Army Team Emergency Radio Network) is using 14.265 for 
emergency traffic.  The FCC has assigned them that freq plus and minus 3 kc 
clear channel.

There must be other frequencies we should avoid using.  This could impact 
CQP.
