[Mldxcc] Visalia Card Checking

I have never thought this was a good time for card checking
because it is in conflict with various programs going on at
the same time.  It seems to be an example of "we've always done it this
way".  If the club gets more involved in Visalia in the future,
one of the things I would like to see happen is to re-examine
a lot of these issues.  Maybe card checking should be done
during the cocktail hours.  (The cocktail hour itself should also
be reexamined, in my personal opinion, but that's another discussion).
