If lookout rentals for FD become a problem, you might find, as my FD team 
did, you can get permission from the local USFS, or CDF Battalion Chief to 
use a particular lookout site for free, and might even not be listed on the 
web.  Just let him know what your use is  (emergency comm exercise) and he 
may just issue a permit/permission on the spot, no charge.
We first used Chews Ridge lookout, in the mid 60s, My first FD was 1967 at 
Chews, Los Padres National Forest, Monterey County.  The lookout was active 
then, but now shut down for years, and it is occasionally used as a base of 
operations for DEA marijuana plantation busting, in the Big Sur Area.  We 
mostly use it as an anchor for antenna supports, and it's catwalk as a 
sleeping bag location.    Now the interior of the lookout is locked, pending 
a major repair/cleanout of the interior which was invaded by mice, and is a 
danger source of hanta virus, for anyone going inside.
This year, we set up a broadband network link to the internet, using Part 97 
frequencies on  the 3.5 ghz band.  The link was to the access point which is 
in the Sid Ormsbee Lookout, also in Carmel Valley, about 17 miles away.  Had 
a satellite station, operated 1A battery;<5 watts, and this year posted 
something like 1250 q's.... The Ormsbee lookout is really nice, and has not 
been used for FD by anyone for decades, and might be available.  We posted
