[Mldxcc] Visalia Contest Dinner - waiting list

hi - I've already had one person contact me to cancel their
reservation after the deadline to cancel had passed. I'd prefer to
resell their dinners rather than charge them for dinners uneaten.

So, if you have suddenly decided you want to come to the contest
dinner friday night, drop me a note and I'll start a waiting list.

Note that I am just sending this to MLDXCC and NCCC to start with, but
will probably hit the other lists tomorrow...
