Let's see:

The SS-CW contest ended on Sunday evening November 8, 2009 at 7:00 PM  
local time.

The stated deadline by ARRL is 0300 UTC Tuesday, November 24, 2009 --  
which is actually Monday evening November 23 at 7:00 PM local time.

Calculate the duration between those exact dates:  7:00 PM November 8  
and 7:00 PM November 23 and you get exactly 15 days.
