[Mldxcc] [NCCC] LotW off line this morning

I submitted two logs by uploading to the web.
Still no acknowledgment after two weeks.
I emailed a redundant log and it eventually
got processed, but took much longer than
the claimed 60 hours.  It mentioned duplicates.
So it seems like it somehow knew about the
original submissions, but nothing showed
up in QSL's until the emailed log was processed.

On Sunday afternoon I uploaded another small log.  That has
still not been processed.  I am thinking that
web uploads are being lost, and I should
submit by email.  Unfortunately, that will
make it a manual process.

The statistics show a rate of about 100 logs per hour
being processed.
