Since I was the one who wrote that CQP rule several years ago, I should
explain it.

The CQP rule only refers to ARRL rules when defining what a club is. That
was done in response to a group of hams who tried to win the club
competition by recruiting all the top scores AFTER the contest was over as
(in my mind) a fictitious club. That is, a club with no geographical
boundaries, no meetings, etc. Sort of like a Sprint team.

The history of CQP club scores is that a club gets a multi-op score
proportional to the number of club members who worked at the multi. Thus,
if MLDXCC can say 3 out of 10 ops at N6RO were members, they could claim 30%
of the N6RO score.

In this case, it seems to me that only 50% of the K6C score can be claimed
by MLDXCC.

*BUT*, I'm no longer in charge.
