[Mldxcc] Bylaws Change

At the last general membership meeting, we discussed in great detail revision of the MLDXCC bylaws to reflect the electronic age and the changes in the CQP rules. The membership at the meeting, following about an hour of discussion decided to make changes to clarify the 175 mile residence requirement, the qualifications for membership in good standing, and the method of voting in new members. The majority of those at the meeting were in favor of the changes and it was agreed that the Board would write it out and post them on the reflector.
I'd like to see those reading this email to not either an aye or nay on the amended bylaws even though I believe we had a legal vote at the membership meeting. Please do so by 9 AM, Thursday, October 4th. Once approved, we will post the details on several new pending membership applications.

ARTICLE III: QUALIFICATION OF MEMBERS
Section 1:
A. The
Club shall be comprised of members that possess a valid amateur radio
operator's license.and reside in the club
area. Members shall agree to abide by the
By-laws of the club.
B. In accordance with the rules of certain contests, the club area is defined as the California Counties along
or adjacent to State Highway 49, and any other area within a 175-mile radius of
the club center. Contest scores from members residing outside the designated
area will not be accepted for those contests requiring residence within the 175
mile radius unless allowed under the rules of a particular contest, such as the
California QSO Party.
C.In order
to maintain membership in good standing, members must participate in at least
one “club event” per year and pay annual dues when required. A “club event” is considered member
participation in a MLDXCC focus contest, a monthly MLDXCC general membership
meeting, a MLDXCC sanctioned regional meeting, or an annual upload to Club Log
contributing to the Club DX League on behalf of MLDXCC.
Section 2:
Any person desirous of becoming a member shall be
nominated by no fewer than two members. Said nominee shall file their
application through the Club Secretary with nominating signatures affixed, and must be in attendance when the application is read
to the membership.
Section 3:
The
President shall read, or cause to be read, the application, including call
letters, to the membership. An affirmative vote of the majority 75% of those members
present at a monthly meeting or the majority of
those responding to a vote request, by the President, via the MLDXCC Reflector, shall constitute acceptance of the applicant. The
applicant shall not be present at the time of the ballot. The Secretary
shall advise the applicant of the results of the ballot and shall see thathe/shethe accepted
applicant is furnished with a copy of the Club
By-laws and a current roster.
Section 4:
This
section provides for the election of honorary, non-voting members. An honorary
member can be proposed by any paid-up member of the club. A two thirds (2/3)
affirmative vote of the members present will be required to elect an honorary
member.
ARTICLE VI: AMENDMENT OF BY-LAWS
Section 1:
All
proposed amendments to the By-laws shall require a written petition to the
Secretary and have the signatures of a
current officer or at least five members. A
two-thirds affirmative vote of the voting membership,responding to a vote request by a member of the Board, whether at a regularly scheduled meeting or by
electronic messaging to the full membership, shall be required for acceptance of the amendment.
