[Mldxcc] RTTY RU Logs

Should be a list of 'eligible' people that VP/contest coordinator (or
other 'responsible' person designated by president) sends to contest
sponsor. List is not the roster, but should approximate entrants.
Otherwise, club could be stuck in another category.
