[Mldxcc] periodic reflector reminder

If you want your message to be posted to the MLDXCC reflector successfully
without delay:

- don't put mldxcc at contesting.com in a BCC

- don't put mldxcc at contesting.com in a long list of other email addresses

The reflector hates it when you do these things - which are often
indicative of a spam message - and traps your message for my approval. This
can take 24 hours or more depending on where I am and what I am doing.
