[Mldxcc] ARLB016 Missouri Radio Amateur Petitions FCC to Designate "Symbol Communication" Subbands

My problem with this is the use of the term
"Symbol Communication".  AFAIK, the petitioner
has made up this term out of whole cloth without
defining it.  I have never heard of this term and
neither, I suspect, has the FCC.  Googling it
produces virtually nothing.  It sounds like
an attempt at obfuscating what is being
proposed.  Can anyone cite a definition of this
term?  (Lists of examples don't count).
