[Mldxcc] MLDXCC eligibility

Dick the NEW rules state the stations need to be registered PRIOR to the contest start. I Plan op at K6LRG tomorrow from starting bell.  needs to be registered by today or tomorrow AM latest or I will not be able to give the otherwise qualified log to MLDXCC.
