[Mldxcc] [NCCC] ARRL Updates Club rules

Looks like the ARRL is going modern in its contest club rosters. One big 
change - the rosters must be set before the beginning of the contest.

If I am going to do this for MLDX/CC, I'll be needing the grid square
indicator for everyone + help making the necessary file to upload.
Our roster is not a spread-sheet so it is not simply a matter of
adding a column.
Suggestions, help, etc. are most welcome.
I would like to have this done sooner rather than later.
